United States v. Vasquez Flores

Dismissing Vasquez Flores' illegal reentry indictment because IJ failed in his affirmative duty to develop the record required by Quintero v. Garland, 998 F.3d 612 (4th Cir. 2021), which caused prejudice to Vasquez Flores. The IJ, through a translator, did not advise Vasquez Flores of his appellate rights at the hearing, which lasted only seven minutes and thirty-seven seconds, with less than 90 seconds spent on bail and voluntary departure.
