Nolasco v. Garland

Denying petition for review of a final order of the BIA denying his application for asylum, withholding of removal, and CAT. Finding Petitioner's proposed social groups "former gang membership in MS-13," and "former member of MS-13 who leave because for moral reasons," were not PSGs, because these groups are not recognized in Salvadoran society as socially distinct. Denied CAT relief because Nolasco did not meet his burden of demonstrating a clear probability of torture if returned to El Salvador because of the Salvadoran government’s efforts to combat police corruption and gang violence.
